



When ancient Israel had no established system of justice, a murder victim’s nearest of kin became his “avenger of blood” to execute justice (Deut. 19:12). However, to prevent a miscarriage of justice, a system was instituted wherein six cities of refuge (three on each side of the Jordan) were appointed for the accused to be able to flee to until the appointed time of judgment (Josh. 20:1–7).
